man cvs - gives an overview of commands
info cvs - gives you the Cederquest manual which is the official CVS Manual

http://cvshome.org - contains a FAQ and the Cederquest manual

http://cvsbook.red-bean.com - chapters from a book covering CVS and Open Source Development - Excellent resource. Chapter 3 on Repository Administration is the only source I found that really covered setting up anonymous access to a CVS repository. These chapters are GPL.
